Urban governance in Yangtze river delta: what qualifies as best practice?

How to improve local government performance through the selection of “best practice” are of concerns to many policy researchers. In practice, interests in best practice have been strong at all levels of government in China. Local governments try to improve the quality of service delivery by either importing managerial practices from other countries or modelling best practices from similar-sized cities. International City Management Association (ICMA) has accumulated best practice information since its founding. However, identifying best practices of urban governance in China have not been explored in the Chinese context.

This talk examines the selection of best performers in the first “Best Practice Award of Urban Governance in the Yangtze-River Delta Area” in 2018 which has 79 local governments from Shanghai, Zhejiang, Jiangsu as well as Anhui provinces. The selection process is examined understand how this type of activities are carried out. This research provide insight on an important perspective of Chinese governance system.

Dr Jiannan Wu is Distinguished Professor and Executive Vice Director of China Institute for Urban Governance at Shanghai Jiao Tong University, China since 2016. After obtaining his Ph.D. at School of Management at Xi’an Jiaotong University (XJTU) in 1999, he was postdoctoral research associate at Centre for Technology and Information Policy (CTIP) of Maxwell School of Citizenship and Public Affairs at Syracuse University until 2001. He also worked as a Fellow in Ash Centre of Harvard Kennedy School in 2012. His research interests include urban governance, in particular on city air pollution. He has published extensively in Chinese leading Journals and also in English: Journal of Cleaner Production, Public Administration, Review of Public Personnel Administration, Public Administration Quarterly, Journal of Public Administration and Theory, Administration & Society, Public Management Review, International Review of Administrative Sciences, and International Public Management Review.
